its easiest if the plenum is removed from the car, but thats a pain in the ass... so. Get some light grade sand paper, say 800grit wet and dry, and start sanding it back to get all the surface clean, then using a metal polish, just polish it up like you would your panels... if its not shiney enough, then take to it with a finer grade sandpaper 1200grit etc. then polish again.. continue getting finer untill your happy with the finish..
Thats how i did mine. (i'd post pics but dont have a digitial camera...)

i decided to paint my spare rocker cover, my mate owns his own panel shop so i thought i would get him to paint it, i got it back primed and rubbed it back and never said what colour i wanted it, anyway i turned up there today and its sprayed candy green... woah talk about in ya face bright.... im waitin to see what its goin to look like on my vl(n/a tho) will post pics once i get it on the car this weekend

you guys should try polishing the exhaust heat shield... looks fantastic and is a great finishing touch under the hood! Ill be painting my rocker cover soon but cause its just a N/A im not painting it with wrinkle, any suggestions as to what colour would complement my red exterior paint work??

I was going to spray the heat shields silver, but the bolts aint budging and I didn't want to snap the heads off them. I'll have to grab some Autosol and start polishing

Just use a little Autosol to polish up the heat shield, takes a bit of effort but its worth it! do VHT make a flat red heat resistant paint?

Did mine after reading this thread, used the black VHT wrinkle plus. The stuff around the holden lettering is just dust from sanding.

i know this is an old post, sorry to bump it up but just a question for people that have that kinda powder coated rocker cover with the red 'holden' lettering. Can you just degrease that down and paint it or whats the go?

question guys
im a panel/paint complete dumb newbie...
can u put putty in a rocker cover or would it just melt or dissolve off? ie if u wanted to flatten them line/tunnels running down the middle and have it all smooth and flat

I think the constant shaking of the engine would make it come loose. There'd be a better way to do it.

I would run a line of metal filler down there and sand it flat. You can get hi temp metal filler.

i was going to fill my two lines on the most recent one i painted.

i milled the holden logo off , for the flat look , but ran out of time to do the lines.

was going to get them filled with weld , then milled down and file finished.

painted this one the other day under the house.

panther mica and white (black with gold metallic)
